Britain has always been a master of indecision, trying to span both sides of the argument and pleasing nobody much.
We should lay down an ultimatum ( as if the rest care ) either they reform the EU idea, make it competitive and a nice place for everyone to live or we are off.
The EU is hampered by large groups who won't put up with the medicine of austerity to make it well.
I don't think that the Europeans---the Spanish, at least---- mind very much. The British have a good reputation for obeying the rules--they didn`t choose to join the Euro and that was their right. They are not rocking our boat but I would put it to Brits that they are not much better off, themselves, so be careful with the criticisms! 😀 Over here, it's all about paying off debt without stunting growth plus keeping, if we can, our social services from much damage.

The Tory position - In Europe but not run by Europe, or whatever it is - is absolute nonsense. We need to grow up and choose - in or out.
As for Heath, one of the worst men of the 20th Century - on the basis of what he did to this country, because corruptio optimi pessima .
From what I have read, Churchill wanted there to be a "united states of Europe". But that was for the likes of a broken and fragmented Germany, and the other smaller nations. He didn't intend Britain to be part of it. He thought we would still be a "World Power". De Gaulle had been a royal PITA to Churchill during the war, and then he continued to be one when Britain originally wanted to join the EEC. But (if we were going to go in) that would have been the time, and have more say in how it was run. Then it should have remained at that size (possibly with the Scandinavian countries if they were willing). The widening that took place later was done for political reasons, but it made no economic sense, IMHO.
If my memory serves me right agricultural support, independence and erradication of food shortages as well as better cooperation to minimise wars were the key drivers for the foundation of the European Economic Community.
All the fuzzy stuff around it is secondary stuff which seemed like a good idea at the time. Evolution by the key players such as Germany and France. Italy and Spain as well as number of other members benefited tremendously from the EEC in the last 50 years.
