that is the break out sell level. the thing is.. 1.3513 is the support level of last three days mean. so needs to break it.

Been a seller for euro three times. It couldn't break 1.3513 range low support. Similar set up on cable.

scratched again near b/e. cycles are all messy - it's still in range. been ranging for last few hours etc. Mr B going to speak in 2hrs time. let's see if there's any good set up nearer that time.
