i have to disagree with that chart. I use P&F and based on what i am looking at the dollar is going to fall and the Euro is going to really break out at 1.24

yes it is a noisy bull advance right now ... however the USD uptend still intact
in short term we are in a ranging market

one look at 1 year chart : eur spike are short lived (matter of days) , but usd adance is consistant and steady
