if r = 10, c= 2pi x 10.
if r = 11, c= 2pi x 11.
if r = a, c= 2pi x a.
if r = a+1, c=2pi x [a+1].

since 2pi remans a constant, the circumference changes 2pi multiples of the change in radius.
hence (3 x 2pi).
