What version of e-signal are you using?
Some people have solved the problem by going back to version 8:

Can't guarantee it'll work but I have heard of some success from people using this solution.
Others have deleted the data manager file and then re-installed it which also fixed the problem for some
(no guarantess though 🙁)

I've been having delays too over the past few days (not so bad today) and I feared it was something to do with my PC. However, it's new, well up to spec' and I only ever use it for trading. Besides eSignal, the only other application open is I.B.'s trading platform - with which I've had no problem. I have a 2nd (old and knackered) PC for e-mail and surfing etc. which shares the same internet connection and I've had no issues with that. So, to my mind, this rules out problems with my ISP and the new PC and points a finger towards eSignal. Hearing that other users are having problems rather confirms this view. If the situation doesn't clear up early next week, I'll get on to support and see what they've got to say.
