I would suggest that the ECB liquidity report from a little earlier, was more the catalyst.

Is that so? Why would the Fed do this? I can't figure out what's their interest in it...

There be happy with markets being stable when there going into a rate rise period.

If markets where being sold off might put some doubt in there mind with going ahead with the rate rises.

Might also be some investors on the side lines waiting for a pull back and a better P/E ratio

Also waiting on US dollar direction and then decide which part of the world to invest.
