Windows Installer package promlems in windows 98

hello all,

Can anyone help me, I cannot open the charts in my IG Markets account. I need to install the latest version of Java but I have problem with my Windows Installer Package. Error 1723,a DLL required for this install to complete could not be run. Does anyone know where I could get a patch or file to fix the problem as Microsoft does not support Windows 98 anymore.
