Outlook Express - "Finalizing Installation"

A friend of mine (no, really) has started today getting this message "Finalizing Installation" along what appears to be a blank toolbar on Outlook Express. It occurs whenever OE starts up and on a reply to some, but not all, emails.

The other strange thing is that on a reply, it includes the text which is being responded to (which is an option that's always been in place), but right shifts it and blanks out the formatting toolbar (size, font, etc.)

My initial suspicion was that it is a virus, but the machine is up to date with AntiVir so not too sure where else to go with this one.

Does this sound familiar to anyone and if so, what was it and how do you fix it?

you describe a problem that effects outlook when the file outcmd.dat is corrupt the standard fix is to rename or delete this file after which outlook on startup restores to default fixing the problem
but you say you have the problem with outlook express which I believe doesn't use this file I could investigate further but your post is nearly a month old so assume you have done a reinstallation by now

Today I received an emails. It was especial email to my mind. Because it was from my first school teacher. But unfortunately I couldn't get it. I was discouraged and absolutely accidentally in the Internet and found there - lost folders outlook express. It resoled my trouble quite rapidly and for free as far as I bore in mind. I was very glad to work with it.
