Not posting vs Useless posts

Every bloody page I see from this site has this missive:
we notice you haven't posted on our forums in several weeks, why not take a few moments to ask a question, help provide a solution or just engage in a conversation with another member in any one of our forums?

Hmmm, let's think about this for a second. Maybe I haven't posted because, I don't know, maybe I didn't have anything to say? So you'd be happier if I continually posted: "don't know" to a bunch of threads? How would that improve this site?

I, for one, would prefer postings from users who actually have something to say..... Please remove this pile of crap, and try to improve the website instead of just upping the post count.

that means the notice will still appear but not on every page

Would it be ok if, for certain people (to be selected by me), we added the facility to ask them not to post?
