The assumption you are making is that the Yuan is allowed to vary wrt the USD.

but even if its fixed you must still have to go to market and buy x amount of yuan etc..on what exchange...

We've had this discussion before - on one of the forex forums here someone posted the name/code of a futures contract that tracks the Yuan in some form or other...
